 Night Watch, by Terry Pratchett.
The City Watch books are among my favorites in Terry Pratchett's Discworld series. Because this one involves time travel, a lot of the best characters are missing or nearly so, but this book has the most important ingredient: Sam Vimes, a good cop in a world of corruption. Night Watch starts with Sam chasing a murderous criminal across the rooftops of the Unseen University. A lightning strike sets off an explosion of magic that sends Sam and the killer back 30 years, to a time when revolution was brewing in Ankh-Morpork. Taking the name John Keel, Sam blusters his way into a job on the City Watch, where no one (including his younger self) seems to notice the resemblance between "Keel" and young recruit Sam Vimes. As the barricades go up, the elder Sam will have to keep the peace, set the City Watch on a path toward honest and competent police work, catch the killer, and get them back to their own time - all without getting his younger self killed. Sam, whose motto is "do the job that's in front of you," will be up the task - even if history has to change a little. Pratchett's Discworld novels are always funny, with an underlying seriousness. Sam has plenty of thoughts about the folly of revolutions, and of putting one's faith in heroes. It's the ordinary people of Ankh-Morpork who can save the day, or ruin everything.
