Paw and Order, by Spencer Quinn. This book is from Spencer Quinn's "Chet and Bernie" cozy mystery series, which starts with Dog on It. Bernie Little is a down-on-his-luck private eye; Chet is his hundred-pound canine partner. Chet narrates the stories, which means the author can withhold information when Chet's not paying attention, or give us information that Chet doesn't understand. For instance, Chet is the first to notice a "strange bird" that the reader will recognize as a drone. Paw and Order takes us far from Bernie's usual Arizona hangouts, first to New Orleans, then to Washington, DC, where Bernie's girlfriend, Susie Sanchez, has recently moved to work for the Washington Post. Bernie pays a surprise visit, and finds a man at her home, who Susie vaguely identifies as a "source." Soon Bernie finds the man dead, and becomes the prime suspect. This being Washington, there are politicians, spies, and authorities who may or may not be trustworthy. Susie is usually pretty sharp, but she misses some major red flags in this one. Not to worry, Chet is on the case - if he can keep his mind off that steak sandwich he wants. 52 Book Club Challenge: Title starts with "P". Booklist Queen Challenge: Animal narrator or protagonist.
